For player development purposes The Board approved mandatory man-to-man defense for all elementary school aged divisions with the exception of Bitty Ballers.
In response to Survey input, HYBL has adopted new game clock rules. Instead of two 20-minute halves, there will be four 10-minute quarters and the clock will stop briefly at the five minute mark of each quarter for substitutions.
Also in response to Survey input, HYBL will be building in more practice time, especially for younger divisions.
March 2013: The Board approved providing season-end awards to all elementary school-aged players.
October 2012: The Board approved providing trophies to each individual on each team that wins their respective division championship games for the winter seasons only.
September 2012: The Board approved purchasing reversible jerseys that would be returned following each season. There are multiple benefits to the league’s participants including:
Higher quality, more professional look
Reducing the likelihood of future registration fee increases
Freeing up funds to put towards additional awards and recognition gifts
Freeing up funds to give us the opportunity for more gym time for practices and games
September 2012: To recognize our volunteers the Board approved to give the option to head coaches to accept a $25 Visa Gift Card at the end of each season.
March 22, 2011: The Board approved a maximum playing time rule: each player must sit out at minimum 5 consecutive minutes per game as long as there are at least 6 total players available. Coaches who do not follow this rule will be immediately contacted by the league's Sportsmanship Oversight Committee which will determine what action, including dismissal from the league, is warranted. .
October 12, 2009: The Board approved making the 10 minute per player per half playing time requirement a rule across all divisions and all ages beginning this season. Formerly, the rule was 10 minutes per player per half for ages 12 and under, but 5 minutes per player per half for players 13 and older. Now the 10 minutes per half rule extends to all ages and divisions. Coaches who do not follow this rule will be immediately contacted by the league's Sportsmanship Oversight Committee which will determine what action, including dismissal from the league, is warranted.
August 4, 2008: The new minimum age required for league play is 7 years old as of 9/30 of the current year.
March 12, 2008: If a coach, parent or player is ejected from a game, the ejection period is the remainder of that game and the next game. The person ejected must leave the gym area. The referee can not change the ejection period.

Board approved the change in OT rule to: If the game ends in a tie, the teams play one 2 minute OT period with the clock stopping on dead ball.If the OT period ends in a tie the game ends in a tie and on to the next game.
